초록
탈북자 문제에 대한 북한 당국의 공식 입장은 없었다고 볼 수 있다. 탈북자에 대해 ‘일시 월경자’, ‘비법 월경자’ 등으로 표현하고 있을 정도로 북한 당국은 대내외적으로 탈북 문제를 전면에 내세우지 못하고 있다. 이제까지 북한은 탈북자 문제에 대해 생계형 탈북에 대해서는 묵인과 처벌을 왔다갔다하며 소극적 대응의 범주를 벗어나지 못했다. 자력으로 탈북자 문제를 해결할 능력이 없는 상황에서 중국에 기대어 방치할 수밖에 없었던 것이다. 반면, 정치적 탈북과 탈북자 대량 한국 입국에 대해서는 강한 비판적 입장을 견지해 왔다. 하지만 최근 들어 탈북자 문제가 다시 국제 문제화함과 동시에 북한인권법까지 통과됨으로써 북한당국의 조용한 처리 방침은 크게 위협받고 있다. 이러한 상황에서 북한은 탈북자 문제를 해결하는 근본적인 문제, 즉 식량난과 경제난 해소에 적극적으로 나서야 할 것이다. 그리고 외부 세계의 지원을 통한 경제난 해소를 위해 6자회담에 적극적으로 나서야 할 것이다.
Abstract
There has been no official position of North Korea towards issue of North Korean defectors. As shown by those expressions such as “temporary border transgressor”, “illegal border transgressor”, North Korean government is reluctant to bring the issue of North Korean defectors to the fore internally and externally. It has taken passive action towards the issue, permitting tacitly and punishing the defectors for maintaining their livelihood. North Korea has depended upon China without any own capability of resolving the problems of defectors. On the other hand, North Korean government has taken a critical attitude towards political defection and mass defection into South Korea. However, as defectors issue recently restarted to attract global concern and the North Korean Human Rights Act of 2004 was enacted, ‘silent diplomacy’ of North Korea became under the threat. In this context, North Korea should make an effort to resolve food shortage and economic problem which are the root causes of defectors problems. In addition, it should actively participate in six-party talks for resolving economic problem through external assistance.
