Abstract
Although the reform policy has been practiced in almost 30 years in Chian, there is a wide gap between the practices of human rights in China and international human rights norms. This is the result of China's reform strategy that have maintain the monopoly of China Communist Party in political realm, while aggressively promoting marketization and opening in economic realm. Accordingly, it seems that the practices of human rights in China will not be improved fundamentally without the change of political system. But the development of human rights is not completely dependent on the change of political system, and is expedited by another factors such as individual consciousness, the relationship between state and society and the influence of international society. In China, the economic liberalization and the integration into the world economy are bringing about limited but meaningful changes in the practices of human rights. This article analyzes the discourses of individual rights in anti nu-river dam movement. It concluded that weak relativism dominated the discourses of human rights, and legitimacy of individual right is being strengthened in Chian. The significance of these changes should not be overestimated. But these changes show that the human rights in China is no longer the criterion to draw the line between the regime and anti-regime but a subject that provokes diverse interactions between various groups and individuals in and outside China over the interpretations and practices of it.
