Abstract
Under the change of the international and regional order, a structural obstacles of Korea-China relations is appeared in earnest. The external factors, rather than existing elements derived from Korea-China bilateral relations, have influenced on China’s policy toward the Korean peninsula and brought the relationship into dynamic changes. China has stepped up its new great-power diplomacy and tried to design the framework of discourse competition, norm competition, and institutional competition. Although china’s comprehensive national power has been developed, it is still not enough to replace the United States, the default power, and even to form an G-2 system at the global level. China does not intend to shape new global order regarding the power disparity with US, and also, will encounter the balancing backlash from international community. China, however, is now implementing various diplomatic and military policies to reshape the foundations of regional order in East Asia. Under the power transition at the regional level, China’s policy toward the Korean peninsula has been re-internationalized, and both US and China are intensifying relevance with Korea. The bilateral relations between Korea and China seems to be in static stability, when none of structural conflicts between two countries appears. As the essay focuses on, the plate of Korea-China relations, the security order in Koran peninsula, and even balance of power between US-China has been intervened by external factors: US alliance element, Japan factor, North Korean issues and etc. Korea’s autonomy, in particular, will shrink due to the fixation of balance of power between US and China. Therefore, without 82 동향과 전망 99호the strategic visions about ‘the moment of truth’ after solving North Korean nuclear issue, the strategic cooperative partnership between Korea-China relations would not be flourished. Two countries have to deal with the asymmetry between strategic goals and means, and combine multiple policy packages about from North Korean nuclear issue to Korean reunification. Korea, meanwhile, should ensure its centrality in this diplomatic process. Otherwise, the Korea-China relations cannot overcome the new challenge which will cause collision.
