사회적 경제가 ‘공유의 비극’을 넘어서는 법: 광진사회적경제네트워크의 사례를 중심으로

사회적 경제 기업들의 네트워크는 협동과 연대의 원칙을 지향하므로 자발적 참여와 신뢰의 조직 문화가 기대되지만 현실은 그렇지 않다. 지자체 단위의 사회적 경제 협의체들은 대개 연대를 위한 공동의 규범과 제도들을 가지고 있지만, 그저 형식적으로 존재할 뿐 실제로 가동되지 않는 경우가 다반사다. ‘협동을 택했을 때 따르는 장기적 순이익이 단기적으로 합리적 계산을 했을 경우 기대되는 순이익보다크다’는 확신, 즉 시스템에 대한 신뢰가 네트워크 참여자들에게 없기 때문이다. 이런 가운데 서울 광진구의 사회적경제네트워크(광사넷)는 이 같은 ‘공유의 비극’을넘어서 성공적으로 운영되는 사례로 회자되고 있다. 그러나 기존의 사회적 자본 이론은 합당한 설명의 틀을 제공하지 못한다. 이 글은 ‘신뢰(trust)’에 관한 사회학 이론의 관점에서 시스템 가동의 핵심 변수로서의 신뢰가 광사넷에서는 어떻게 생성되고 작동했으며 ‘집합 행동의 딜레마’를 어떻게 극복했는지를 분석했다. 그 결과, 개인적 신뢰가 축적되고 확장되면서 합리적 계산의 논리가 멈춘 비타산적 국면으로의 전환이 일어나고, 이것이 시스템에 대한 신뢰로 이어져 비로소 제도가 작동하기 시작했음을 확인했다. 또한 제도의 원활한 작동은 네트워크에 배태된 자원들의경제적 효과를 불러왔을 뿐 아니라, ‘우리 관계’ 및 공동체 의식을 강화하는 사회적효과도 발휘했다. 광사넷의 사례는 신뢰나 배려 등의 가치는 결코 제도나 규범으로324 동향과전망 124호충족될 수 없으며, 구체적 타자와의 친밀성에 대한 욕구가 충족될 때 호혜성의 원리가 작동함을 보여 준다.
Abstract
They expect cooperation and solidarity to work well in networks of social economy enterprises, but in reality, this is not the case. This is because network participants are not sure that the long-term net profit of choosing cooperation is greater than the net profit expected if rational calculation is made in the short term. The Gwangjin Social Economy Network (abbreviated as Gwangsanet), analyzed in this paper through a case study method, is a case that has successfully overcome this ‘dilemma of collective action’ and realized the principle of reciprocity. This paper, which applies the theory of trust in sociology, shows that as individual trust accumulates and expands, the logic of rational calculation stops and a transition to a non-calculation phase occurs, and this leads to system trust, and only then does the system begin to function. Through the case of Gwangsanet, we can confirm that values such as trust and consideration can never be satisfied by institutions or norms, and that the principle of reciprocity works when the desire for intimacy with specific others is satisfied.
