Abstract

This paper examines the implementation and operation patterns of the royal tomb management system of Goguryeoby comparing ‘the tomb monument of King Gwanggaeto(廣開土王陵碑)’ and ‘Goguryeo stele at Jian(集安高句麗碑)’. Goguryeo began implementing a royal tomb management system in the early 4th century during the reign of King Gogukwon(故國原王), based on the consolidation of its local administrative system. However, until the mid-4th century, the tomb management system was applied only to the tombs of King Mich’ŏn(美川王) and his direct descendants. Furthermore, the perception of royal tomb service households as people of the state had not yet taken root, leading to widespread practices of buying and selling tomb guardians. In the final years of King Gogukyang(故國壤王), the foundation for the full implementation of the tomb management system was laid through the reorganization of the national sacrificial system and the enactment of laws concerning the tomb management system. King Gwanggaeto fully implemented the tomb management system based on this foundation, but the sale of tomb guardians and the resulting disorder of the system persisted. Therefore, King Gwanggaeto issued a decree prohibiting the sale of tomb guardians. He also erected tomb guardian steles at the royal tombs of previous kings, publicly declaring that royal tomb service households were common people of the state. Notably, when instances of tomb guardian sales were uncovered, public trials were held at each royal tomb, where the lists on the steles were displayed. This served to make it clear to the nobility and other residents of the capital that the sale of tomb guardians was illegal. Through these measures, King Gwanggaeto restored the disrupted tomb management system and solidified his control over the common people, including the royal tomb service households. Furthermore, just before King Gwanggaeto restored the tomb management system, the tomb service teams at each royal tomb were organized into 20 households. During the restoration process, this number increased to 22 households, and the tomb service teams were further divided into ‘capital guardian households(國 烟)’ and ‘on-site guardian households(看烟)’ based on their status and role, strengthening the management system. Consequently, the practice of selling tomb guardians was eradicated, and the public trials held at each royal tomb were also discontinued. The purpose of the tomb guardian steles erected at each royal tomb thus became obsolete. King Jangsu(長壽王) honored his father’s dying wish by conscripting royal tomb service households across both the new and old territories. He then consolidated the lists of royal tomb service households scattered across each royal tomb into a single record, inscribing them all on the tomb monument of King Gwanggaeto. Through this act, King Jangsu demonstrated his status as the sole guardian of all royal tombs and the unified ruler over both the new and old territories. King Jangsu clearly affirmed his authority over public people and etched sovereignty as the Great King into the consciousness of all under heaven.
