지방자치제도의 발전과 더불어 급속한 경제성장이 가져온 부정적 사회현상에 대한 비판과 이에 대한 자성으로 인해 지역사회복지에 대한 관심이 증대되고 있다. 인간의 욕망으로 인해 파괴된 생태계가 주는 환경재앙의 경험은 우리로 하여금 더욱 인간적 가치의 삶과 공동체적 삶의 중요성을 절실하게 느끼게 해 주고 있으며, 이와 같은 삶은 오직 지역사회 수준에서 비롯되어야 가능함을 인식하게 되었다. 이런 점에서 지역사회교육과 복지교육의 중요성은 그 어느 때보다도 더 절실해지고 있다. 인간존중에 기반하여 복지사회나 복지마을을 만들려는 일상적 실천과 운동에 참여하는 주체적 주민들의 형성을 도모하고자 하는 복지교육은 사회복지이념, 사회연대정신, 지역사회의 복지제도 및 활동에 대한 관심과 이해를 심화시키는 노력이라는 점에서 지역복지의 발전에 우선적인 관심요소라 할 수 있다. 이에 본고는 지역복지 발전에 필요한 중요 요소로서의 지역사회교육과 복지교육에 관해 살펴보았다. 복지교육은 현대사회의 구조적 변화와 가정, 학교, 지역사회에서 지역주민이 안고 있는 일상적인 생활과제를 배경으로 하기에 평생교육의 일환이며, 지역복지 차원에서는 주민들의 주체의식의 발현과 타인에 대한 배려, 그리고 지역문제에 대한 해결방안과 관련한 홀리스틱 배려교육의 필요성을 요구한다. 이를 위한 출발은 무엇보다 학교와 지역사회의 관계정립을 토대로 한 지역사회 복지교육운동에서 출발한다.
Abstract
This paper focus on how to educate the community citizens for community welfare. their education had to be directed toward enhancing community welfare, while strengthening their consciousness and community members. The objective of social welfare education lies in raising the intelligent understanding and interests in the social welfare and in cultivating such mentality and attitude toward it. The practical method is to make the people perceive the importance of the caring-for education, to promote the voluntary participation and to grow participants as the subject of the welfare. Therefore the education for the social well-being should be directed in the followings: the education of ‘the caring-for’ to improve their relationship as community members through the expansion of the lifelong eduction and the improvement of the community welfare-education movement. In additional professional counselors and professionals on social welfare have to educate people who meed welfare services to enhance their knowledge and skills for community well-being.
