美 CMMC 제도와 한국 방산보안 대응방안

한국의 방산수출 시장은 '21년부터 규모가 급격히 증가하여 세계적으로 주목받고있다. 한편, 방산업체에 대한 사이버위협이 지속 증가하는 추세로 방산업체의피해는 자칫 경쟁력 약화로 이어질 수 있어 대응능력이 더욱 중요해지고 있다. 미국은 방산분야의 사이버보안에 대한 중요성을 인식하고 美 국방부와 계약하는업체에 보안요건을 제시하여 보안수준을 인증하고자 CMMC 제도를 고안하였다. 미국뿐만 아니라 타국의 방산업체에도 적용될 예정으로 이에 대한 준비가필요하다. 이에 본 논문에서는 CMMC 모델 및 생태계를 살펴보고 이와 관련된국내 제도를 분석하여 한국 방산업체의 사이버보안 역량을 강화하기 위한 최적의방안을 도출하고, 한국형 인증제도 개발에 관한 사항을 제시하고자 한다. 이를위해 방산업체를 대상으로 CMMC 제도와 유사하게 실시하고 있는방산보안측정과 통합실태조사의 항목 및 절차를 비교하여 검증하였으며, 향후에는 통제항목간 세부적인 분석과 비교를 통해 CMMC 제도와상호인정협정을 위한 연구에 활용되기를 기대한다.
Abstract
South Korea's defense export market has grown rapidly in size since 2021 and is recognized worldwide. Meanwhile, as cyber threats against defense companies have continued to increase, making it even more important for defense companies to have the ability to respond to them, as any damage could lead to a weakening of their competitiveness. Recognizing the importance of cybersecurity in the defense sector, the U.S. devised the CMMC system to certify the security level by presenting security requirements to companies that contract with the U.S. Department of Defense. It will be applied not only to the U.S. But also to defense contractors in other countries, so it is necessary to prepare for it. In this paper, we examine the CMMC model and Ecosystem, and analyzes the domestic systems to derive optimal measures to strengthen the cybersecurity capabilities of Korean defense companies. The items and procedures of the Defense Security Measurement and Integrated Actual Survey, which are similar to the CMMC, were compared and verified for defense companies. In the future, it is hoped that the detailed analysis and comparison between control items will be used for research on the CMMC and mutual recognition agreements
