Abstract
The purpose of this article is to analyze the motives, methods, and key examples of Russia's terror operations and sabotage against NATO countries in their rear areas, as well as NATO's response strategies, and to suggest implications for South Korea's security. Since the Ukrainian War, Russia has actively utilized hybrid warfare to attack key social infrastructure, including energy and communications. This has created legal and political turmoil within NATO's collective defense system. North Korea, which has recently strengthened its military cooperation with Russia, is likely to adopt Russian-style rear-end operations in a mixed manner. In particular, it is expected to engage in unseen attacks centered on cyber and information warfare. In particular, given Korea's geopolitical characteristics, which make it highly likely that it will be directly exposed to hybrid threats, and given that an invisible war is still ongoing, the government should establish a multidomain early-warning system covering cyber, maritime, financial, and human networks, and propose the use of the "3-2-1 rule," which immediately raises the alert level if abnormal signs occur within two days in three different areas and one of them involves core infrastructure. He emphasized that our security paradigm must now shift from a military-centered one to an integrated security system based on information, technology, and social resilience.
