Abstract

This study analyzes the technical, ethical, and legal/regulatory issues that arise from the introduction of generative large language models (LLMs) into the defense sector and explores policy measures to address these challenges. For this purpose, a comprehensive review of relevant domestic and international literature and an analysis of policy and legal case studies were conducted to examine the anticipated security risks, ethical concerns, and current legal landscape associated with LLM deployment. The analysis revealed significant challenges in defense settings when adopting LLMs. Technically, potential security vulnerabilities—such as the leakage of classified information—and a lack of reliability in model outputs were identified. Ethically, conflicts with principles such as accountability for AI-driven decisions and bias were observed. Legally, regulatory gaps were evident due to inadequacies in existing military security regulations and personal data protection laws. Based on these findings, the paper offers policy implications for the safe and responsible use of LLMs in the defense sector. Key policy recommendations include promoting the development of security-enhanced LLMs, establishing AI ethics guidelines for military applications, updating relevant legal frameworks, and strengthening education and training.
