코로나19의 재난적인 상황은 우리나라만이 아니라 전 세계에 혼돈을 가져왔다. 우리 정부는 특별히 국민들이 안전한 삶을 유지하고 국민들의 건강을 계속 지키는 것에 큰 관심을 기울이고 있다. 그러나 이 과정에서 국가와 종교단체는 갈등과 충돌에 직면하기도 했고 그 상황은 지금도 완전히 해결되지 않고 있다. 국가는 교회를 향하여 국민건강을 지키기 위해 필요한 방역지침과 행정조치를 준수해야 한다고 강조한다. 그러나 교회는 이것을 종교의 자유에 대한 침해로 생각한다. 개인의 자유와 종교의 자유는 그 어떤 외부에 의해서도 침해되어서는 안 되는 중요한 기본권이다. 개인의 자유와 종교의 자유를 지키기 위한 소극적 자유도 중요하다. 그러나 타자와 공동체를 위하는 적극적인 자유도 중요하다. 인간은 사회성의 현실 속에서 살아가는 인격적 존재이며, 타자를 위하는 자유를 실천함으로써 자유의 본래적 의미를 경험한다. 한국교회도 타자와 다른 공동체를 위하는 자유를 실천함으로써 자기의 유익만을 추구하는 종교적인 공동체가 아니라, 타자의 유익을 먼저 구하는 비종교적인 기독교공동체가 될 수 있다. 한국교회가 본회퍼의 종교비판을 수용한다면 종교의 자유보다는 비종교적인 교회의 자유를 강조할 수 있을 것이다. 코로나19의 특수한 상황 속에서 개인의 자유와 종교의 자유는 타자와 공동체를 위해 잠시 유보할 수 있어야 한다. 코로나19의 위기가 해결되는 일반적이고 평화적인 상황이 도래할 때, 그때는 국가기관의 과도한 행정명령과 조치는 불필요하게 될 것이다. 그러나 지금은 종교의 자유에 대한 권리와 국민의 안전과 건강을 모두 중요하게 여기면서 둘 사이의 협력과 조화를 가능하게 하는 구체적인 실천이 요구되는 시간이다. 인류가 추구하는 보편적인 가치인, 공동의 선을 실현하는 일에 적극적으로 기여함으로써 코로나19 시대 속에서도 하나님의 선한 뜻을 이루어 나가는 한국교회의 역할을 기대해본다.
Abstract
The catastrophic situation of COVID-19 has brought confusion not only to Korea but the entire world. In particular, the Korean government is paying great attention to maintaining the safety and health of people. However, the state and religious organizations have faced conflict, and these situations still have not been resolved. The state emphasizes that the church must comply with the quarantine guidelines and administrative measures necessary to protect peoples' health. However, the church sees this as an infringement of religious freedom. Individual freedom and religious freedom are fundamental rights that must not be violated by outsiders, and these rights must not be suppressed. It is also important for us to actively use our freedom, which can benefit our surroundings and communities. Human beings are individuals that live in society and are capable of experiencing the true meaning of freedom by practicing it for the sake of others. The Korean church can practice freedom for others and communities and become a Christian community with an unreligious focus that seeks the benefits of others first, rather than merely being a religious community that seeks its advantages. If the Korean church accepts Bonhoeffer's critique of religion, it will be able to emphasize the freedom of the non-religious church rather than the freedom of religion. Under the special circumstances given by COVID-19, individual and religious freedom should be withheld for the sake of other people and communities. When COVID-19 is resolved and everything goes back to a normal and peaceful state, excessive orders and measures made by state agencies will become unnecessary. However, now is a time where we must prioritize both our health and religious rights and try to enable cooperation and harmony between the two. By actively contributing to the fruition of the common good, which is a universal value that mankind pursues, I look forward to the role of the Korean church that fulfills the will of God during the era of COVID-19.
