Abstract
As tax benefits for individual retirement pension (IRP) has restrictive effects in inducing voluntary payments of persons in the lower-income class, this study suggests an alternative policy tool to supplement such insufficient effects by providing government grants based on the implementation of earned income tax credit (EITC). Specifically, providing income-dependent graded matching grants for low incomers, alienated from the IRP promoting effects of tax benefits, could be a practical policy measure. Such matching grants, proportionate to voluntary IRP payments within the limits of the residual tax credit, should be given to EITC recepients, with similar allowance scheme of the refund credit. Additional policy measures to promote voluntary IRP payments are designing the delivery scheme of matching grants using EITC administration orginizations, prohibiting receipients from receiving lump-sum IRP allowances, and allowing the finacial hardship contribution holidays for IRP payments.
