베를린의 스마트시티 추진 정책에 대한 비판적 고찰

스마트시티가 필요하고, 그것을 발전시켜야 한다는 논리는 대체로 현재도시가 안고 있는 문제에서 비롯한다. 오늘날 전체 에너지 사용의 3분의 2 이상, 더 나아가 전 세계 온실가스의 70% 이상이 도시에서 배출되고 있다. 스마트시티는 다른 무엇보다도 도시 주민들의 생활의 질을 높이고, 에너지사용과 자원 사용을 축소할 수 있는 방안으로 간주되고 있다. 원칙론적인 입장에서 스마트시티는 정치가, 기업가, 시민의 동등한 참여를 전제로 한다. 하지만 실제 작업에서는 기업이 주도적인 역할을 하는 경우가 많다. 베를린의 스마트시티 전략과 그 실제에서도 그러한 요소가 발견되고 있다. 이와 관련하여 본 연구는 기술 중심의 도시발전이 우리에게어떤 문제를 야기할 수 있는지를 인문학적 관점에서 고찰한다.
Abstract
The logic that smart city is needed and should be developed starts from the problem the city has. More than two thirds of energy usage and 70% of greenhouse gases around the world are emitted from the cities. Smart city is regarded as method of enhancing quality of citize n’s life and of reducing usage of energy and resources. Smart city assumes equal participation of politicians, businessmen a nd citizens. However, entrepreneur tends to initiate in reality. That f actors are discovered in Berlin’s smart city strategies and realities as well. This article criticizes technical based city policy.
