시민사회의 ‘민주화’ 지표 국제비교: 대표성, 책무성, 투명성, 자율성, 인권을 중심으로

초록

이 논문은 시민사회 ‘민주화’에 관한 이론적 논의를 바탕으로, 시민사회가 어떤 ‘민주화’ 과제에 직면해 있는지를 국제비교를 통해 경험적으로 분석한다. 국제비교 경험적 분석의 방법은 브리스크(Brysk)가 남미 연구에서 제시한 ‘시민사회의 민주화’ 원칙에 관한 이론적 논의를 경험적 분석틀로 삼아, 여기에 2004-2006년 기간에 한국을 포함한 54개국에서 진행한 CIVICUS의 ‘시민사회지표’(Civil Society Index) 연구에서 자료가 유용한 시민사회 민주화 관련 13개 항목을 적용시키는 방법이다. 시민사회의 민주화를 측정하는 대표성, 책무성, 투명성, 자율성 및 인권 다섯 가지 측면에서 한국 시민사회가 당면한 ‘민주화’ 과제를 서구 6국과의 비교분석을 통해 탐구한다.

Abstract

With some theoretical discussions on the democratization of civil society, this article analyzes what civil society has its own democratization issues in terms of cross-national comparisons. The international comparative method is based on the analytical framework of the principles of democratization of civil society which Brysk suggested in his study of “Democratizing Civil Society in Latin America.” This article attempts to measure the ‘democratizing civil society’ empirically in terms of representation, accountability, transparency, autonomy and human rights in civil society, with major findings from Civicus Civil Society Index research on Korea and six European nations and suggest some policy lessons for Korea.
