민주정부 이후 경제과정에 대한 반성과 새로운 경제정책전략의 모색

이 글은 민주정부 이후 사회경제적 변화과정을 연합정치의 관점에서 분석하였다. 여기서는 한국의 역대 민주정부들이 추진한 사회경제적 개혁의 실패 원인이 보수세력의 저항에 있다기보다 개혁지지세력 내부의 분열에 따른 개혁동력 약화에 있었다고 파악한다. 그런데 민주개혁세력의 약화는 경제정책의 왜곡과 파행으로 이어졌다. 대중의 열망이 정책과정에 강력하게 투입되지 못한 가운데 국가운영에 대한 경험과 지식을 결여한 민주정부는 기술관료·전문가집단에 대한 의존으로 급속히 기울어지고 민주개혁세력 내부의 정책노선을 둘러싼 갈등·분열과 결합되면서 보수세력의 경제정책노선과 담론을 수용하는 쪽으로 나아갔다. 이 글은 지난 시기 민주정부의 경제정책 실패를 반성하면서 다음과 같은 과제를 제시한다. 첫째, 민주개혁세력은 내부에 정책노선을 둘러싼 이견이 발생하였을 경우에 이를 절충·타협하여 해소할 수 있는 기제를 만들어야 한다. 둘째, 정치사회와 시민사회의 소통을 통한 ‘정치적 책임성’의 확보에 중심을 둔 정치개혁이 필요하다. 셋째, 신자유주의의 전사회적 확산, 탈산업화의 진행과 지식기반사회의 등장, 그리고 노동계급 내에서의 계급적 분절현상과 새로운 시민문화적 감수성을 지닌 인구학적 집단의 출현과 같은 사회 변화에 대응하는 새로운 사회적 개혁지지연합의 구축이 필요하다. 넷째, 경제정책의 추진은 정치지형과 역학관계를 고려하여 정교하게 디자인되어야 한다.
Abstract
This paper seeks to examine the economic changes in democratic regime of Korea since 1993 from the viewpoint of coalition politics. It argues that the failure of democratic regimes’ economic reform lies in the splits in democratic-reformist groups rather than the conservative’s resistance against the reform. By the way, it has been followed by the distortions in economic reform policies. This paper proposes several urgent problems, reflecting on democratic regimes’ conduct. ① Establishing the negotiating middle course to resolve internal struggles on economic issues. ② Making political reforms centered on ‘the political accountability’. ③ Building new pro-reform coalition, coping with the situation as the dissemination of neo-liberalism, the advent of knowledge-based society, class-segment inside the working class and new cultural demographic groups. ④ Economic policies designed elaborately by considering the political terrain and power relations.
