이 논문은 저출산·고령화의 추세와 한국 사회의 과제에 대해 다룬다. 한국은 30년에 걸친 고성장을 이룬 후 세계에서 가장 심각한 저출산·고령화 사회에 이르게 되었다. 이제 한국은 젊은 인구의 증가에 기반을 둔 박정희식 성장주의에서 벗어나서 복지주의로 옮겨가야 한다. 이 논문은 전체 5개의 절로 이루어져 있다. 2절에서는 근대화와 인구변동에 관해 간략히 살펴본다. 3절에서는 저출산·고령화의 추세와 문제를 구체적으로 살펴본다. 4절에서는 저출산·고령화에 관한 정책과 논의를 살펴본다. 5절에서는 ‘선진국’으로 나아가기 위해 복지주의의 중요성과 가능성을 강조하는 것으로 글을 맺는다.
Abstract
This paper deals with the trend of low birth rate and rapid aging in Korean and its social tasks. Korea has faced with the most serious problem of low birth rate and rapid aging after high economic growth of 30 years. Now, Korea has to move to welfarism beyond Bak Junghee’s grothism based on the growth of young population. This paper is composed of 5 chapters. A second roughly deals with modernization and population change, a third presents the trend and problems of low birth rate and rapid aging, a fourth presents the policies and arguments about low birth rate and rapid aging, and a fifth stresses the importance and possibility of welfarism to be ‘an advanced state’ as a conclusion.
