본 연구는 세계 천연가스 시장의 변화 및 한국의 천연가스 산업의 구조변화 속에서 향후 천연가스 수급문제의 다양한 시나리오를 분석하여, 사회적으로 최적의 대안을 도출하고자 한다. 첫 번째 시나리오는 현재 직도입 허용물량을 유지하는 경우다. 두 번째 시나리오는 자가 직도입 계획을 추가 허용하는 경우다. 세 번째 시나리오는 발전사의 추가 직도입만 허용하는 경우다. 네 번째는 도입자유화를 극단적으로 시행하여 자가용 뿐 아니라 일반 소매용까지 허용하는 경우를 고려해 보았다. 마지막으로는 현행의 직도입 수준 조차도 다시 KOGAS로 환원시키는 시나리오의 효과다. 이러한 시나리오별 분석의 결과 현재의 직도입 물량을 확대하면 할수록 사회적 비용은 커지면서 편익의 효과는 줄어드는 반면, 직도입을 중단하고 도입권을 통합하는 것이 사회적 비용을 최소화할 수 있는 방안으로 분석되었다. 수급정책을 원활히 하기 위해서는 직도입 정책을 중단하고 도입사업자를 단일화하여 단일 도입자로 하여금 중·장기적 수급을 책임지게 해야 한다. 다만 공급 측면 만으로는 천연가스 산업의 수급문제를 근본적으로 해결할 수 없기 때문에 가스가격정책과 수요관리정책을 포함한 장기적인 에너지 사용효율화 정책이 필수적으로 동반되어야 한다.
Abstract
This article analyses 5 scenarios to meet LNG demand in Korea since the amendment of gas enterprise law in 2006, which liberated import rights of KOGAS into private importers. First scenario is to continue the present volume of licensed imports for own use demand. Second scenario is to permit additional direct imports for own use demand. Third scenario is to permit GENCOs' direct import. Fourth one is to expand the level of liberation of LNG importing into all retail suppliers including own use demand, GENCOs and City Gas. Final scenario is to stop present policies permitting direct imports of private companies and make KOGAS responsible for meeting LNG demand in Korea. According to the analysis of this article, the final scenario is the best one for the nation, since the other four scenarios compel the nation to pay some of the highest gas price. This results from the failure of supply coordination from moral hazard by private importers in the sellers' market since 2005. Beside of the control of supply in Korea gas market by KOGAS, this article suggests demand side alternatives including regulated retail price policies and restoring comsumer function of GENCOs.
