한국과 일본의 LNG 수급 전략에 대한 비교연구

본 논문은 국제 LNG 시장 여건 변화 속에서 LNG 최대 구매국인 한국과 일본의 LNG 수급 전략 차이가 발생하게 된 원인을 살펴보고, 한국과 일본의 LNG 수급 전략이 변화시키는데 영향을 미친 핵심 요인을 분석하고자 한다. 한국과 일본은 국제 LNG 시장에서 동일한 이해관계를 가지고, 에너지 환경 변화에 따라 서로 미치는 영향이 크다는 공통점이 있다. 이렇게 유사한 에너지여건 속에서 공급과잉과 수요 감소라는 최근 국제 LNG 시장 환경 변화는 한국과 일본으로 하여금 LNG 수급 전략 변화를 요구했다. 그 결과 제도적, 시장구조적, 가격 요인으로 인해 한국은 기존 LNG 수급 전략을 유지하고, 일본은 기존 LNG 수급 전략에서 유동성을 강조하는 방향으로 변화를 하고 있다. 이러한 두 국가의 LNG 수급 전략 차이에 대한 비교 분석은 향후 동북아 LNG 시장구조를 개선하기 위한 한일 양국의 정책적 공조 가능성을 높이는 데 기여할 수 있다.
Abstract
This paper examines why the LNG supply-demand strategies of Korea and Japan, two biggest LNG buyers of the world, have changed and analyzes the key factors that have driven those changes. Korea and Japan share the common interests in the global LNG market and receive undistinguishable effects when existing energy situation is transformed, Even though they have been placed in similar conditions, the changes of global LNG market–oversupply and demand reduction–brought the diversification of their positions. Korea maintained the existing strategies due to institutional, market structural and price factors, while Japan shifted its stance toward the market-oriented competition emphasizing the subject of liquidity. This study suggests that a comparison between the differentiated LNG supply-demand strategies of Korea and Japan would enhance the feasibility of policy cooperation of two countries to improve the Northeast Asian LNG cooperation.
