한국에서 보편주의 복지국가의 의미와 과제

이 글은 보편주의적 복지국가 담론이 한국 사회의 당면한 경제적·사회적 문제를 풀어나가는 데 정치, 사회적으로 의미 있는 전략이 될 수 있다는 점에서 기존의 복지국가 제창자들의 문제의식과 일치한다. 하지만 보편주의는 복지국가 수립의 만병통치약이 아니며 보편주의는 일정 부분 선별주의적 배분 원리와 결합될 때 욕구가 많은 사람에게 더욱 많은 자원을 배분한다는 점에서 더욱 공평한 원리가 될 수 있다는 점을 보육정책의 사례를 들어 논의한다. 동시에 보편주의 복지국가가 한국 사회의 대안패러다임이 되기 위해서는 좁은 의미의 사회복지 전략이 아닌 한국 사회가 당면한 경제적·사회적 문제들에 대한 다양한 정책적 함의가 담겨 있어야 한다. 이 글에서는 보편주의의 개념과 의미에 관한 논의를 성찰함으로써 보편주의 복지국가 담론을 더욱 정교화한다. 또한 복지국가 담론이 단순히 복지확대 담론이 아닌 한국 사회의 미래 사회체제와 상당한 연관성을 갖는다는 것을 부각시킨다. 그리고 한국 사회에서 보편주의적 복지국가가 실현되기 위한 중요한 장애물인 조세규모 확대와 공공 복지공급자의 확대 필요성을 제기한다.
Abstract
The discourse of an universal welfare state could be very effective political and social strategy for Korea to combat with ever-increasing its socio-economic problems. Universalism itself as an allocation principle of welfare resources, however, is not a panacea to solve the current socio-economic problems. If universalism is combined with some selective principles, it would be much fairer allocation principle for welfare distribution. This paper will argue that the principle of universalism has critical meanings for not only welfare enhancement but also socio-economic paradigm for the future of the Korean society. The paper will elaborate on the meaning of the universal welfare state as an alternative paradigm for the Korean society. After reviewing the implications of the universal welfare state for the Korean society, several policy challenges such as reforms of tax structure and social welfare providers will be reviewed for establishing the universal welfare state in Korea.
