본 연구는 수도권에 대한 입지정책이 수도권 산업의 구조뿐만 아니라, 향후의 산업구조 변화 방향에 대한 전망 위에서 구상될 필요가 있으며, 나아가 수도권과 같은 메트로폴리탄 지역이 갖는 경제적 특징을 염두에 두면서 이루어질 필요가 있음을 지적하고 있다. 우선 글로벌화가 진행되고 지식기반경제가 성장하는 가운데 대도시로의 집적이 갖는 경제적 의미를 살펴보았다. 글로벌화 진전과 정보기술의 발전에도 불구하고 혁신에 필수불가결한 점착성 지식의 확산을 위해서는 경제주체의 공간적 집중을 통한 면대면 접촉이 여전히 중요하다. 또 대도시로의 집적은 외부효과를 발생시킴으로써 경쟁우위의 원천이 될 수 있다. 나아가 앞으로의 지역정책은 지식의 창출‧전파‧상업화 촉진, 신규기업의 창업 등을 지원하는 조장적인(enabling) 것으로 전환되어야 할 것이다. 한국의 수도권 문제 역시 이러한 측면을 고려할 필요가 있다. 다음으로는 수도권 산업구조의 변모를 살펴보았다. 제조업체의 영세화가 진행되는 가운데, 서비스업, 특히 사업지원서비스업의 입지우위는 뚜렷해지고 있다. 또 수도권에서 상대적으로 높은 비중을 점하고 있는 창업 중소기업의 실태를 살펴보고, 수도권이 혁신성과의 확산과 관련하여 입지측면에서 실질적 비교우위를 보유하고 있는지를 알아보았다. 그 결과 수도권이 기업 외부 혁신성과의 확산 및 흡수라는 측면에서 여타 지역에 비해 특별한 우위요소를 갖고 있지 않음을 확인할 수 있었다. 이와 관련하여 본문에서는 만약 지식기반경제를 이끌어 갈 수 있는 혁신적 기업의 활발한 창업과 이들 기업의 효과적 보육이라는 과제를 수도권이 떠맡게 된다면, 보다 면밀한 정책적 접근이 필요하다는 점을 지적하였다.
Abstract
Much controversy surrounds the effects of locational regulation on industrial site in Seoul Metropolitan Region. And recently, as construction of new administrative city and relocation of public institution are underway, improving the existing locational regulation in Seoul Metropolitan Region becomes the center of public interest. In this paper, I approach this issue by examining the effects and limits of locational regulation in Seoul Metropolitan Region for the last 20 years, and highlighting the roles of metropolitan area as a consumer city as well as a producing city. And I also focused on the role of Seoul Metropolitan Region as an incubator for the start-ups, which are mostly knowledge-based ones. Present locational regulation on industrial site cannot not be the best solution for the congestion problem, if it insists on the locational regulation of manufacturing firms. Because industrial structure of Seoul Metropolitan Region is changing rapidly recently. Seoul Metropolitan Region is transforming from the center of manufacturing towards the center of service, and non-manufacturing activities are very vigorous. On the contrary, the size of manufacturing firms are becoming smaller and smaller in Seoul Metropolitan Region, partly because of locational regulation of manufacturing firms. More and more small firms and start-ups are heading for Seoul Metropolitan Region, because of localization economies and urbanization economies. But unfortunately, Seoul Metropolitan Region lacks the ability to spillover scientific and technological knowledge, which would be an essential ingredient for the knowledge-based start-ups to grow sustainably.
