6월민주항쟁은 한국 민주화의 출발점이었다. 그러나 6월민주항쟁 직후에 실시된 대통령선거에서 민주화 세력의 분열로 인해 군사정권의 재집권이 이루어지면서 민주화 과정은 근본적으로 왜곡되기 시작했다. 그 후 ‘선출된 군사정권’의 과도기를 지나 문민정부가 출범하면서 개혁이 본격적으로 추진되었고, 이러한 개혁이 국민의 정부와 참여정부에까지 지속되었지만 초기에 왜곡된 민주화의 성격을 회복할 수는 없었다. 민주화 과정을 왜곡시킨 가장 첫 번째 문제점은 민주화 세력의 분열로 군사정권이 재집권하게 됨으로써 민주화 과정에서 군부세력을 포함한 구세력의 청산에 실패하였다는 것이다. 두 번째 문제점은 분열의 결과 양김 씨를 중심으로 한 야당들이 구세력과 연합하여 집권하면서 민주화 과정을 다시 왜곡하였다는 것이다. 신군부 및 구군부와 연합하여 출범한 문민정부나 문민정부에서 이탈한 김종필 등 구군부 세력과 연합하여 출범한 국민의 정부는 민주화의 대상과 연합함으로써 민주화의 취지와 성격을 왜곡하였다. 세 번째는 이렇게 등장한 민간권력이 민주화를 추진하는 과정에서 민주화와 개혁이 정상적으로 추진되지 못하게 되었을 뿐만 아니라 민간권력이 집권 말기에 상당한 정치적 혼란을 겪는 등 정치적 불안정의 원인으로 작용하였다는 것이다. 더구나, 민간권력의 이러한 특성은 민주화 운동의 측면에서 사회운동세력이 6월민주항쟁 이후 독자적인 정치세력으로 성장하지 못하고 야당의 집권을 지원하는 보조세력으로 전락하는 배경이 되었다. 결론적으로, 민간권력의 구성상의 특성에서 비롯된 민주화 과정의 한계를 극복하기 위해서는 권력구성의 관점에서 정치적으로 확장된 민주연대의 복원과 6월민주항쟁 이후 분절된 시민운동과 노동운동의 관계의 복원을 하나의 정치전략으로 통합하는 방식으로 왜곡된 민주화 과정을 정상화함으로써 현재의 위기를 극복하는 것이 필요하다.
Abstract
Democracy in Korea started at June Democratic Uprising in 1987. But the democratization was distorted seriously by the military seizure of the political power at the presidential election conducted directly after the Uprising. At that election, the candidates of the opposition party helped the military candidate win the game by the division. After that, YS Government which appeared as the first civilian power promoted the reform, and these reformist project has been continued to DJ Government as the second, Rho Government as the third civilian power, but could not make straight the distorted democracy. The fundamental issue to distort democracy was the failure of the clearing off the old regime, and then the formation of the civilian powers by coalitional seizure of the power. In these case, the civilian powers could not carry out thier reform tasks. The failure of reform and the chaos of the civilian power were due to these formation of the civilian power.
