분단이 낳은 한국의 국가폭력: 일상화된 내전 상태에서의 ‘타자’에 대한 폭력행사

분단을 단지 통일과 대비되는 남북한 간의 ‘특수 관계’라기보다는 남한 내의 전쟁체제 준전쟁 상태로 볼 수 있다. 그래서 분단은 북한과의 관계에서는 물론 국가내부에서의 평화와도 거리가 먼 상태다. 즉, 분단체제는 휴전, 즉 내전의 잠정적중단 상태 혹은 준 전쟁 상태가 분단국가인 남한으로 하여금 어떻게 외부자(outsider), 즉 스파이뿐만 아니라 내부의 반대자나 저항세력까지 이 외부자 혹은 ‘타자’의 범주에 집어넣은 다음, 일상적인 폭력을 가하는 극단적인 형태의 지배질서인지 알 필요가 있다. 남북한의 분단은 초기의 남북한 인구이동, 한국전쟁 기의 월남과 월북을 거치면서 강화되었기 때문에 가족분단의 성격을 강하게 갖고 있었고,이렇게 분단된 가족들은 분단체제의 변경에 위치하게 되어 결국 국가폭력의 희생자가 되었다. 그래서 남북한의 통일은 단지 두 개의 국가의 통합의 문제가 아니라폭력체제의 희생자들을 사회로 통합시켜 내는 일, 즉 남한 내의 통합과 평화에서시작되어야 한다
Abstract
The national division in the Korean peninsula is not just an extraordinary relation between the South and North Korea, but a state of war or de facto war both for South and North Korea. The national division is a ruling system which have conditioned structural or physical violence on those who were situated at the ‘periphery of two states, anti-system activities and the separated families. Those outsiders have been the targets of everyday observation and, in case of state emergency, violence. The national division left many families separated not only in the South and North Korea but in Japan. These separated families became the victims of state violence because their situation created a fertile resource of fabrication of espionage for the military dictators. When we understand the nation division on this perspective, national reunification would presuppose a peace by South Korea’ social integration or healing the victims of state violence.
