Abstract

The aim of this study is to compare the instrument of national level language assessment in Korea, U.S., and Australia. And based on the results this tries to suggest the new way to develop the language assessment instrument in Koera. Three language assessments are NAEA(Korea), NAEP(U.S.), and NAPLAN(Australia). To the result of comparing three language assessment, we found several points in redesigning of the language assessment instrument in NAEA. First, we need to separate the uni-test system of NAEA to two or three test system. Current system of NAEA cannot meet content validity with having uni-test consisting of five korean language teaching domains. It seems likely a kind of pigeon-hole. Second, we need to improve method of present texts for test. Current method of NAEA cannot represent the authenticity of text in real- context. Third, we need to systematize how to align text for each grade test. Current method of NAEA is unclear and arbitrary. Forth, developing items of reading and literature domain in NAEA,we try to realize that the items make student to understand the meaning and form of a text completely. In order to do this, we need to increase number of items for text and diversify the type of item, especially increasing the constructed response item in NAEA. Fifth, developing items of writing domain in NAEA, we try to adopt the item type that asks student to write a whole text. Finally, we apply the system for collecting data to reveal the growth of student language competence upping grade.
