장애인고용패널조사로 살펴본 시각장애인의 고용에 영향을 미치는 요인 연구

본 연구의 목적은 2008-2010년에 조사한 제1, 2, 3차 장애인고용패널조사 가운데 통합 데이타를 활용하여 시각장애인 1,657명을 대상으로 고용에 영향을 미치는 결정 요인을 규명하여 시각장애인의 복지에 대한 정책적 함의를 도출해 내고자 하는데 목적을 두고 있다. 고용 결정에 미치는 4요인 13변수 가운데 9개 변수가 통계적으로 유의미한 결과를 나타내었다. 인구사회요인에서는 연령이 높을수록, 배우자가 없을수록, 가구주가 아닌 경우에 취업 가능성이 높은 것으로 나타났으며, 장애 요인에서는 중증인 경우에는 취업 가능성이 낮았다. 또한 인적자본요인 중에서는 고용서비스를 받은 경우 취업 가능성은 높아지지만, 특수교육을 받은 경우엔 취업 가능성은 낮아진다. 사회제도요인 중에서는 비수급자일 경우와 장애인 차별에 대한 정도가 낮을수록 취업 가능성은 높았다.
Abstract
The purpose of this study was to identify the decisive factors affecting the employment of people with visual impairments using integrative data out of the 1st, 2nd and 3rd panel surveys for their employment conducted between 2008 and 2010 and to deduce policy implications for their welfare. Statistical significance was found in 9 out of 4 factors and 13 variables affecting their employment decision. In terms of socio-demographic factors, it has been shown that the older one became and the less likely to have a spouse and become a householder one became, the more possibility of being employed one had. With respect to impairment factors, the possibility of being employed was lower when one was severely impaired. In addition, as for the factors of human capital, it has been noted that the possibility of being employed became higher in case of receiving employment services, but it became lower in case of having special education. With regard to the factors of social system, it has been found that the more propensity of becoming non-social welfare receiver one became and the less degree of discrimination against people with disabilities the social systems had, the more possibility of being employed one had.
