연구 목적: 본 연구는 재난약자로써 시각장애인의 코로나19 경험의 특징과 문제점을 분석하는 것이 목적이다. 연구 방법: 이를 위해 시각장애인 6명을 대상으로 FGI를 실시하여 그들의 경험에 관한 질적 자료를 수집하였고 녹취한 전사 자료를 지속적 반복적 순환적으로 탐구하여 공통 쟁점을 도출하고 의미화 및 범주화를 시도하였다. 연구 결과: 분석 결과 첫째 시각정보 취득의 어려움으로 마스크 착용 등에 늦게 대응하고 타인 의존도가 높게 나타났다. 둘째 사회적 거리두기와 비대면 규칙의 비장애인 중심성이 드러났다. 셋째 활동지원사과의 마찰 및 타인을 관찰하지 못함으로 인한 안전권 위협 경험이 나타났다. 넷째 재난안전문자는 시각장애인의 시각기능 상실을 고려하지 않은 단계와 과정으로 제공되어 시각장애인의 정보접근성을 어렵게 하고 있다. 결론: 이상의 결과는 ‘재난대응 과정 중 시각장애에 대한 몰이해’ 로 인한 ‘재난 대응책의 비장애인 중심성’ 으로 요약할 수 있다. 이러한 연구결과를 바탕으로 보건복지부가 6월에 마련한 장애인 대상 감염병 매뉴얼의 질적 개선, 재난 대응 과정에 시각장애인 당사자의 직접 참여 등을 제안하는 바이다.
Abstract
Purpose: The purpose of this study is to examine the features and problems of the corona19 experience among the visually impaired. Method: FGI is conducted on six visually impaired people to collect qualitative data on their experiences. In order to deliver common issues and to categorize the meaning, we explore and examine repeatedly transcripts of recorded data. Results: The results are followings. It is late to respond to wearing a mask due to the difficulty in obtaining visual information, thus their dependence on others is high in terms of wearing masks. Also, it is revealed that rules of both social distancing and untact is mainly oriented for non-disabled normal people. There is an experience of threats to safety rights due to friction with an assistant and failure to observe distance from others. The disaster information texting provided by government is given in steps and of which processes do not take into account the loss of visual function of the visually impaired, making it difficult for the visually impaired to access information. Conclusion: The above results can be summarized as ‘Non-disabled normal people centrality of Corona19 measures’ due to ‘no understanding of standpoints and needs of visually impaired’. Based on these results, we propose a qualitative improvement of the disaster manual for the handicapped made by the Ministry of Health and Welfare in June. We also propose direct participation of the visually impaired in the disaster response process.
