연구 목적: 본 연구에서는 국내 시각장애인의 재난에 대한 인식과 재난 상황에서의 대응에 대한 욕구에 대해 살펴보는 것을 목적으로 하였다. 연구 방법: 본 연구는 시각장애인 203명을 대상으로 하였다. 연구에 참여하고자 하는 연구대상자가 2020년 5월~6월까지 서울지역 5개의 시각장애인복지관의 모집문건을 통해 참여의사를 밝히고 서면동의를 한 후에 연구에 참여하였다. 연구 결과: 시각장애인이 가장 심각하게 인식하는 재난유형은 감염병이었고 그 다음은 지진, 화재, 태풍 순으로 나타났다. 시각장애인의 재난대응 욕구들 중에서 충족되고 있는 욕구는 자립성유지 욕구, 의사소통 욕구, 의료적돌봄 욕구, 이동욕구 순이었으며, 슈퍼비전 욕구가 가장 낮게 나타났다. 결론: 본 연구는 시각장애인의 재난에 대한 인식과 더불어 재난대응에 대한 이해를 높여 재난약자로서의 시각장애인을 대상으로 한 재난관리정책의 방향을 제시하는 기초자료가 되었다는 의의를 갖는다.
Abstract
Purpose: The purpose of this study was to examine the perceptions of disasters and their desire to respond to disaster situations of the visually impaired in Korea. Method: This study targeted 203 blind people from May to June 2020. Research subjects who wished to participate in the study expressed their intention to participate through the recruitment documents of five blind welfare centers and gave written consent before participating in the study. Results: The type of disaster that the visually impaired perceived most seriously was infectious disease, followed by earthquake, fire, and typhoon. Among the needs for disaster response of the visually impaired, the need to be satisfied was the need to maintain independence, followed by the need for communication, the need for medical care, and the need for mobility, and the need for supervision was the lowest. Conclusion: This study is meaningful in that it has become a basic data suggesting the direction of disaster management policies for the blind as the disaster vulnerable by enhancing the awareness of disasters and their understanding of disaster response.
