연구 목적: 본 연구는 국가 수준 점자교원 자격제도 및 점자능력 검정시험 제도에 대한 전문가 의견을 수렴하기 위해 델파이 조사를 실시하였다. 연구 방법: 연구자는 전문가 패널로 점자 교육 및 연구, 한국어 및 수어 관련 자격제도 전문가 총 30명을 패널로 선정하였다. 1차조사에서는 개방형 문항의 자유 응답을 질적 분석하였고, 이를 토대로 구성한 2차 조사에서는선다형 문항에 대한 응답을 양적 분석하여 전문가 합의 여부와 그 수준을 확인하였다. 연구결과: 전문가 패널은 자격제도에 대해 등급 체계 구성, 양성과정 이수, 교육능력 시험 및 검정시험 합격 요구, 종사자 대상 점자교육 경력 인정 등에 합의가 이루어졌다. 검정시험에서는고등학교 수준의 평가 난이도, 세부 평가 영역과 방법에 대하여 명확한 합의를 도출하였다. 그러나 자격제도 수립에 있어서 점역·교정사 자격 면제 여부, 양성과정 운영 기관, 이수 교과목 및 필수 이수시간, 경력 인정 기관 유형에 대해서는 동의 수준의 편차를 확인하였고, 검정시험은 등급 구분과 소요시간에 대한 합의를 도출하지 못했다. 논의 및 제언: 합의를 도출하지 못한 항목에 대해서는 향후 점자 사용자 및 현장 종사자 의견을 반영하여 구체적인 운영방안을 마련하는 것이 필요하다. 연구 결과를 토대로 향후 표준 교육과정 및 교재 개발, 양성기관 운영 방안, 검정시험 및 보수교육 체계 구축에 대한 정책 방안을 제안하였다.
Abstract
Purpose: This study sought the expert consensus on a national braille instruction certification and a proficiency test using Delphi method. Methods: The researchers recruited 30 experts in braille education, Korean Sign Language, and Korean language education and investigated professional opinions through a two-round Delphi survey. Qualitative analysis of open-ended responses in Round 1 led to a 5-point Likert survey in Round 2. The outcomes were subsequently quantified to determining if agreements emerged. Results: Consensus emerged on five key topics: (1) adoption of a multiple-tiered licensure, (2) required completion of an accredited training courses, (3) requirement of Braille Teaching Competency Test, (4) recognition of verified teaching experience, and (5) required pass of braille proficiency test. Divergence, however, remained with regard to proficiency test exemptions for certified braille transcribers, elegibility standards for training providers, minimum training hours, criteria for recognizing field experience, and multi-tiered levels and duration for proficiency text. Discussion and Recommendation: Additional consenses are needed to resolve outstanding issues and develop operational details. Based on the findings, the researchers proposed the development of a national standard curriculum for training programs, the estableshment of accreditation regulations for training providers, and instruction of in-service training for higher licensure grades.
