초록

The island ecosystem and conservancy of its nature is an emerging issues in the global society. Rising sea-level due to climate change, marine pollution and over-fishery is harming the marine biodiversity. The island ecosystem and islanders are also being influenced by these environmental conditions. Thus, maintaining the balance between the conservation of the island ecosystem and its development is essential in the international, national and local level. The purpose of this research is to analyze the international trend and activities concerning the island's biodiversity policy and action plans fulfilled from the Conference of the Parties(COP) of Convention on Biological Diversity(CBD) and other related governors of the last 20 years. Since the 8th COP in Brazil, diverse action plans on island biodiversity and implementation work has been established and developed. The Programme of Work on Island Biodiversity launched during the COP11 in Japan came up with Decision XI/15. Decision XI/15 is a detailed program and action plan for conserving island biodiversity. COP12 will be held in Pyungchang, Korea, and based upon the Strategic Plan for Biodiversity 2011-2020, the agenda of island biodiversity will be developed. Korea currently has 3,400 islands and surrounding coastal areas. Thus it is an appropriate time to expand our vision and goal of island biodiversity. For the successful fulfillment and effective activation of agenda island biodiversity, I recommend the Korean government to play the role as an "inter-governmental coordinator" among CBD, IUCN and UNESCO.
