Abstract

This studies a compiled result of the wetland protected areas in Suncheon bay and Boseong-Beolgyo regions monitored by citizens from 2013 to 2014 years. The monitored targets were benthos, halophytes, waterfowls, sedimentary environments and so forth. Benthic index species varied in small scales from 2013 to 2014, but their individuals and burrows decreased. Based on the 6monitored species, waterfowls showed increasing trends and reached up to 3,500 individuals composed of Grus monacha and Tadorna tadorna. The two birds mainly pass winter in the Suncheon bay. Halophytes rapidly decreased in 2014 compared to 2013, and their cover areas were very poor, below 5% and even their vegetation disappeared. Sediments, except for some stations, generally accumulated to 2~5 cm. From the compiled results of 2013 to 2014, the wetlands varied seasonally and annually. Wetlands must be monitored in various terms of 5, 10, 20, and more, in addition to the short period surveys. Therefore, it is necessary to monitor wetlands in the aspect of efficient conservation. In order to accomplish the above, the followings must be achieved. First of all, seasonal surveys must be carried out for the continuous accumulation of citizen monitoring data. Secondly, the development of standard monitoring manual suitable for wetland environments is required. Thirdly, in order to actualize areal festivals and to improve wetland conservation, continuous areal development using tidal flats is necessary. Fourthly, the wetland conservation plans for Suncheon bay and Boseong-Beolgyo regions must be based on the wetland conservation act. Fifthly, a wetland conservation plan 「of the citizen, by the citizen, for the citizen」 is required in order to conduct a suitable citizen monitoring. The principality of citizen monitoring is in the local residents themselves. Therefore, citizen monitoring of wetlands by locals themselves is essential.
