Abstract
Korean government enacted Distribution Industry Development Act to ensure the efficient promotion and balanced development of distribution industry and establish sound order in commercial transactions, thereby protecting consumers and contributing to the development of the national economy. Under the this Act, the head of basic local autonomy government may designate a region within one km from the boundary of a traditional market or a traditional shopping street as a traditional commerce preservation area in order to preserve the tradition and history of the regional distribution industries. The head of basic local autonomy government also may order superstores and quasi-superstores to restrict business hours from 12 am to 8 am, he/she may designate a date for compulsory closedown for at least one day each month, not exceeding two days under the Act. In the U.S., store size caps limit the physical size of retail stores by amending zoning ordinances. Some municipalities put an outright ban on stores above a certain size, while others require developers to obtain a conditional use permit from a local government authority. Actual allowable square footage will vary from place to place because municipalities vary greatly in size, density, and existing zoning. In order to protect small and local businesses, decrease traffic congestion, lessen the burdens on infrastructure, among many other planning goals, small towns and large cities across the United States are using store cap sizes. Local governments commonly use zoning ordinance to protect local small businesses in Korea and the U.S., but the contents of zoning ordinance are different each other.
