Abstract

Daily safety accident types are various and their scope is vast, and even contain different risk factors depending areas, so that multilateral risk control is more effective rather than an integrative risk control by only one institution. Especially, it can be said that the daily safety can be more effectively controlled by an exclusive control system led a local government, rather than the integrative control by a department in central government in that local government possess accurate information about the characteristics of its region and has easier accessibility to an accident site. However, the field of daily safety is a concept being emerged relatively recently, so Korean local government’s daily safety control system has not established well. Hence, this study suggests some legal improvement ways for local government’s effective daily safety control as follows. First, a local government should clearly set the scope of daily safety control task by firmly defining the legal concept of daily safety. Second, a local government needs to be endowed comprehensive right about the corresponding task in order that customized daily safety control considering each region’s characteristics by local government can be accomplished. Third, although the daily safety-relevant task can be autonomously led by each local government, the central government’role is very important. Here, it needs to strengthen the central government’s responsibility and each local government’s responsibility by clearly classifying central government’s tasks and each local government’s tasks about the daily safety control. Finally, in order that local government’s various projects for facilitating the daily safety control including the safety community construction project, it needs to consider a way enacting relevant ordinances.
