Abstract
The crisis at local universities is interconnected with the extinction of local society, and the crisis at local universities risks accelerating the extinction of local society. Local governments and communities are very short of local talent for regional development. Even if new public officials are selected, there is a lack of willingness to live in the region and interest in local tangible and intangible assets or regional characteristics. Nevertheless, the content of lectures at universities has relied on the satisfaction assessment of students who have no knowledge of the public sector's work, and education at local universities, which teach local governments' work as academic areas, has become increasingly distant. Strengthening the capabilities of public officials in areas on the verge of local extinction will not produce any results without strengthening the capabilities of 9th-grade public officials, which account for more than 90 percent of new recruitment officials. Until now, the education of local public officials in Korea is mainly prescribed by the Local Public Service Education and Training Act, which focuses on education after appointment. A person who handles public affairs concerning the lives of the people shall be a person who has received a faithful basic education on complicated and sophisticated public affairs. Public affairs protecting the health and property of the people should not be left to those who do not have the expertise to handle the complexity and expertise of the content. However, our law does not yet have any regulations because it is not recognized as the duty of the state and local governments to educate civil servants before appointment. The civil service appointment system should be reformed to ensure that expertise and local knowledge are faithfully educated before appointment as local public officials, and to further develop the knowledge and skills acquired before appointment. In this article, the author proposed a public-private cooperation method related to the implementation of the obligation of the government and local governments on education before appointment of public officials, and proposed a certification system and a commissioned education system as a specific implementation method. First, the certification system requires local universities to teach necessary knowledge about the work of public officials, conduct certification evaluations on the education program, and give additional points to students who have completed the program properly. Second, the commissioned education system maintains a limited proportion of high school graduates in hiring level 9 local government officials and requires local universities to provide two years of commissioned education for students who pass the test.
