Abstract

This study aims to explain what the legal and functional issues are in the pursuit of the regional development policy by means of setting up the 「5+2」 Economic Regions throughout the country. On reviewing the ‘National Balanced Development Act’ passed in Avril 2009, by the National Assembly, we can detect from the law some difficulties putting the hurdle to the implementation of the regional development policy conducted by the current Lee, Myung-bak government with the new concept of spatial instrument, Economic Regions. These difficulties are threefold: firstly, it is not easy to seize the concept and scope of Economic Region introduced by the Lee Administration, compared to the concept of functional economic City-region, City-regionalism and Metropolitan governance systems which exist in general in advanced OECD countries as various forms of cooperative bodies between central and local government; secondly, the legal status of Economic Region’s executive organization is not clear and is not repeatedly different from the precedent by the previous government, which revealed inefficient in exerting the regional development policy; lastly, the act introduced ‘Korean Plan Contract system’ as the effective instrument for regional development policy based on mutual cooperation between Central government and local government, which is in the same way the previous government stipulated it in the act. The lessons we can draw from the cases of OECD advanced countries are that regional development policies whatever the instrument is to execute are more effective and efficient when they are based both on the close cooperative relationships between central and local governments and on local governments’ autonomy and responsibility.
