Abstract

In line with the Age of the Fourth Industrial Revolution triggered by the digital and data, the National Archives of Korea held a briefing session on administrative information dataset management manuals in September. However, complaints were raised by field offices that the briefing session was rushed to be held a month before the 「Public Records Management Act」 enforcement ordinance was to take effect and that the manual contents were poorly comprised. Problems with administrative information datasets spread to other various problems such as those related to management departments, the existence of a record repository, and the record management environment of field offices. While demands for the resolution of problems related to matters such as record management awareness and environments had continuously been made by field agencies, improvements were not easily made and record management experts were also aware of such resolution problems. However, various issues have risen to the surface again as the administrative information dataset management policy was urgently implemented following the effectuation of enforcement ordinances in place of a show of willingness to improve upon problems. I saw that record management problems of field offices and administration information dataset management problems could be simultaneously solved through changes in record management paradigms of the Fourth Industrial Revolution Age. For this, analysis was conducted on data-related legislation and policies along with policies such as the digital continuity and digital curation of the UK and Australia. Through this, proposals were made for the direction that record management must take in the Age of the Fourth Industrial Revolution.
