국내 공공 방송·영상 아카이브 설립을 위한 이용자 수요 분석

본 연구는 국가적 차원에서 방송․영상아카이브를 구축하고 다양한 공공서비스를 모색하는 관점에서, 아카이브 이용자의 구체적인 수요와 의견을 알아보기 위해 수행되었다. 중소방송 제작자, 교육/연구 분야 종사자 등 주요 이용자층을 대상으로 영상아카이브 이용 현황과 공공 방송영상 아카이브의 필요성과 효과에 대해 심층인터뷰를 실시했다. 연구결과 영상검색과 이용을 주로 유튜브와 같은 상업적 플랫폼에 의존하면서, 방송영상콘텐츠를 체계적으로 수집, 보존, 활용하지 못하는 아카이브 환경의 문제점을 확인할 수 있었다. 또한 교육/연구 자료의 발굴, 문화유산 가치가 있는 영상기록의 보존과 활용, 창의적인 영상 재창작 등 다양한 아카이브 활용에 대한 기대가 있다는 것을 알 수 있었다. 이를 위해서는 공공 방송․영상아카이브의 구축을 위한 법제도의 정비와 영상 콘텐츠 공공서비스의 활성화를 위한 저작권 체계 개선이 시급히 요구된다.
Abstract
This study is conducted to find out the specific demands and opinions of archive users from the viewpoint of establishing broadcasting and video archives at the national level and seeking various public services. In-depth interviews are conducted on the current status of use of video archives and the necessity and effects of public audiovisual archives, targeting major users such as small and medium-sized broadcasting producers, educators, and researchers. As a results, these points are discovered : the problems of the archive environment, which is unable to systematically collect, preserve, and utilize broadcast video contents while mainly relying on commercial platforms such as YouTube for video search and use. In addition, there are expectations for various archive utilization, such as excavation of educational/research materials, preservation and utilization of video records with cultural heritage values, and creative video re-creation. To this end, it is urgently required to revise the legal system for the establishment of public audiovisual archives, and to improve the copyright protecting system to activate content disclosure and public services.
