Abstract

This study explores the potential for collaborative practices between local communities and citizens through records, going beyond the traditional concept and function of archives. As a medium of memory, records enable social sharing, and archives, by preserving and selecting these records, can become spaces of power and exclusion. However, today’s archives are increasingly seen as agents of change, emphasizing inclusive access and a responsibility to give back to citizens without exclusion. In particular, the community archiving activities actively taking place in South Korea demand an expansion of the social role of archives, highlighting the growing need for policy and institutional support. This study theoretically examines the concepts and characteristics of communities and archives, and analyzes domestic and international cases to investigate how records facilitate civic participation, relationship building among local residents, and community-oriented archiving aimed at addressing social issues. Furthermore, the study explores whether community-oriented archiving can function as a practical tool for solving social problems and promoting social integration. Through this, it considers the potential of archives to serve, together with citizens and communities, as agents in making public history and as drivers of social change.
