영상의 경우 수백 장에서 수십만 장의 프레임으로 이루어지고 오디오가 포함되는 특성 상 문서나 사진과 같은 기록물에 비해 훨씬 큰 용량을 가진다. 따라서 영상의 품질을 유지하면서 압축 효율을 얼마나 높이는가가 기록물의 보존과 관리에 큰 영향을 주게 된다. 국가기록원의 ｢NAK 26:20232023(v2.1) 기록물 디지털화 지침｣의 영상물 디지털화 포맷은 영상류 기록물을 보존할 수 있는 디지털아카이브시스템을 구축하고자 하는 공공기관이 참조할 수 있는 거의 유일한 지침이다. 하지만 이 지침을 일반 기록관들이 따 라 하기에는 어려움이 있다. 본 논문은 기록관들이 디지털아카이브시스템을 구축하고, 가지고 있는 비디오테이프 등을 디지털화할 때 참조할 수 있는 영상 포맷을 제시하고 있다. 이를 위해 영상물의 특징을 분석하고, 이를 근거로 국가기록원의 디지털화 지침에서 영상류에 대한 지침의 문제점과 대안을 제시한다.
Abstract
Videos typically consist of hundreds to hundreds of thousands of frames and often include audio, resulting in significantly larger file sizes compared to documents or photographs. Therefore, achieving high compression efficiency while preserving video quality has a substantial impact on the preservation and management of audiovisual records. The ｢NAK 26:20232023 (v2.1) Guidelines for the Digitization of Records｣ issued by the National Archives of Korea serve as virtually the only official reference for public institutions aiming to establish digital archive systems for preserving video records. However, these guidelines present practical challenges for general archives to implement. This study proposes a practical video format that archives can reference when building digital archive systems and digitizing existing video tapes. To this end, it analyzes the characteristics of video materials and, based on this analysis, identifies the limitations of the current national guidelines and offers alternative solutions.
