서울 ‘혁신 교육 정책 1.0’의 전개와 과제：체제론적 분석을 중심으로

Abstract

The Hyukshin education policy promoted by the Seoul Metropolitan Office of Education has passed ten years. The Hyukshin education policy did not have a blueprint at the beginning, it has been gradually formed. For this reason, it is not easy to clearly define Seoul's Hyukshin education policy. Recently, some fierce debates have begun to reexamine the direction of Seoul's Hyukshin education policy, but it is possible to establish a new direction only when the policies of the last decade are clearly defined. This study aims to systematically analyze Seoul's Hyukshin education policy, reorganize the policy, and propose a new policy direction. This study was conducted as a method of analyzing yearly major work plan documents published by the Seoul Metropolitan Office of Education. Over the past decade, Seoul Hyukshin Education has sought to strengthen the foundation for public education and reform the educational administration. In addition, it has been striving to form a school autonomous management system and a school-community partnership. Ultimately, it was intended to cultivate student competencies through the Hyukshin future curriculum in the new school. In the future, we must ensure that students learn and grow while operating the Hyukshin future curriculum, and ensure that teachers and students exercise freedom and responsibility in a balanced manner. In addition, it is necessary to arouse responsibility through the school's autonomous management system and continue to reform educational administration.
