국내 치매 정책에 대한 치매안심 센터의 역할과 치매운동프로그램의 개선을 위한 문헌고찰

초록

과학기술과 의료기술의 발달로 인구 수명이 늘어남에 따라 노인성 질환인 치매의 발병률도 높아지고 있다. 치매 환자의 급증은 개인적, 사회적 그리고 국가적으로도 인적 그리고 금전적으로도 부담이며 이에 대한민국에서는 2017년부터 치매 국가책임제를 도입해 국가에서 치매를 관리하는 중이다. 이 연구는 치매 국가책임제 도입 3년을 맞이하여 향후 효과적인 관리 측면에서 치매 관련 국내 정책 동향을검토, 분석하며 국내 치매 예방을 운동 프로그램 체계화를 위한 기초 자료 제공하는 것에 목적을 두고 있다. 연구문제의 문헌적 고찰을 위하여 관련 문헌 검색은 각 국내 지자체 치매안심센터와 국외는 Age UK, Hikari-project 등을 참고했으며 통계청과 보건복지부의 단행본, 더불어 RISS 4u에 게재된 논문을 대상으로 했다. 그 결과 국내치매 현황과 인프라 구축의 대표적인 치매안심센터 운영과 운동프로그램 진행에 있어 미흡한 점이 발견되었다. 따라서 본 보고서의 비교분석을 바탕으로 향후 국내 정책으로 치매 인식변화, 치매 단계별 전략 강화, 농어촌 접근성 향상, 치매안심센터 이용 수칙 수정, 치매 선별검사 데이터 공유가 보완됨과 동시에 노인들에게 제공되는 치매 운동프로그램이 운영됨에 있어 다양화하며 지도자의 전문화가 보충되어야 함을 제안한다.

Abstract

As the life span of the population increases due to the development of science and medical technology, the incidence of dementia, a senile disease, is also increasing. The surge in dementia patients is a burden on individuals, society. And the nation, and since 2017, Korea has introduced a national responsibility system for dementia and has been managing dementia in the country. The study aims to review and analyze domestic and international policy trends related to dementia in terms of effective management in the future and provide basic data for the systemization of exercise programs to preventing dementia in Korea. For the literature consideration of the research issue, the relevant literature search was based on the local dementia safety centers, the Age UK, and the Hikari-project, and on the papers published in Riss4u as well as the books by Statistics Korea and the Ministry of Health and Welfare. As a result, deficiencies were found in the current state of dementia in Korea and the operation of a representative dementia safety center and the progress of exercise programs. Therefore, based on the comparative analysis of this report, it is suggested that future domestic policies should complement dementia awareness change, strengthening strategies for each stage of dementia, improving accessibility to farming and fishing villages, modifying rules for use of dementia safety centers, and sharing data on screening tests for dementia, while diversifying the dementia exercise programs provided to senior citizens and supplementing the specialization of leaders
