국내외 치매관리정책에 대한 비교연구

초록

전 세계적으로 급속한 인구고령화와 더불어 치매환자 급증은 인적･재정적 비용이 막대하여 질병에 대한 부담이 치매환자뿐 아니라 가족 그리고 국가에까지 확대되고 있다. 이에 따라 치매관리를 위한 국가정책의 중요성이 커지고 있는 가운데, 본 연구에서는 치매환자에 대한 효과적 관리 측면에서 우리나라 국가치매관리정책 내용을 검토하고, 향후 개선과제를 제안하고자 하였다. 이를 위해 우리나라 및 국외의 국가치매관리정책을 검토하고 비교분석을 수행하였고, 또한 OECD에서 제안한 치매정책 수립방향 및 전략을 토대로 국내 치매관리정책을 평가하였다. 이를 통해 현행 치매관리정책의 성과와 한계를 짚어보고 향후 발전방안을 모색하였다. 본 연구에서는 노인에 국한되어 있던 국가치매관리정책의 대상자를 확대하고, 의료서비스와의 통합･연계･조정체계를 구축하고 치매에 대한 정책의 구체화 및 다부처 통합정책을 구축할 것 그리고 보다 발전적이고 효과적인 정책수립을 위해 성과평가의 필요성도 제안하였다.

Abstract

Aging population is becoming a social problem all over the world. Along with rapid aging, the number of patients suffering from dementia is increasing rapidly. Dementia has burdened many people with large human and financial costs. This study aimed to figure out possibility of effective dementia patient management and suggest policy issue needed to improve. So we examined specific contents of national dementia policy in Korea, Japan and UK. Also we have assessed our national dementia policy based on policy direction and strategy provided by the OECD and evaluate comparison among three countries. At the conclusion, we proposed new policy issues in the aspects of the continuity, connectivity among revised national policies and necessity of performance measure. As the national dementia policy became important, we expected to transform the dementia care through establishing good policies.
