신고립주의와 아시아공동체에 관한 일고찰 – 북핵 위기 해법을 중심으로

동북아에서 위기요인은 경제적 위기의 경우 장애보다는 기회요인이 될 수 있다는실증적 결론을 얻었다. 최근 악화되는 북핵 위기는 한반도에서의 핵전쟁 가능성을 증가시키면서 진정한 위기요인으로 부상하고 있다. 즉 위기의 임계점에 가까워지고 있는것이다. 따라서 북핵 위기가 동북아지역통합이나 협력에 기회요인이 될 가능성이 커지고 있다. 신고립주의 자체는 아시아공동체 결성이나 지역통합에 명백한 장애요인이다. 하지만 북핵 위기를 매개로 하여 동북아에 핵전쟁 위기 타개를 위한 지역협력 움직임에 동력이 생길 수 있다. 한국이 핵전쟁 시 피해 당사국임을 내세워 북핵 위기를 매개로 한 미중 간의 대타협을 적극적으로 중재해야 한다. 단기적으로는 북핵 위기를 매개로 미, 중, 일, 러를 비롯한 북핵 위기의 당사국들이 모여 함께 이야기하는 자리 즉‘동북아안보협의체’를 우리가 나서서 만들어야 한다.
Abstract
We have an empirical result showing that in Northeast Asia the crisis factor can be an opportunity rather than a bottleneck in the economy. The deteriorating North Korean nuclear crisis emerge as a genuine crisis increasing the possibility of a nuclear war in the peninsular. In other words we are approaching the critical point of crisis. Therefore, the possibility that the North Korean crisis could be an opportunity for the Northeast Asian cooperation and integration is increasing. Neo-isolationism is itself an obvious bottleneck for the community building or regional integration. However, we may have a momentum for the regional cooperation in order to prevent a nuclear war in Northeast Asia by means of the North Korean crisis as a medium. In the short run, we should have an initiative of establishing “the Northeast Asian Security Cooperation Body” where the US, China, Japan, Russia and South Korea meet together in order to produce a solution for the North Korean crisis.
