Abstract
This paper aims to find out the reality of the Neighboring Diplomacy between Choseon and Japan through the perception and settling situation behavior of Tsushima-han, who is in charge of repatriation, about accidents and friction that occurred during the repatriation of drifters, which is called a symbol of friendship between Choseon and Japan after the Japanese invasion of Choseon in the year of Imjin(1592). Specifically, the paper examines two cases: the 'Direct Appeal Case by Choseon drifters in Nagasaki (1717), a mandatory stopover for foreigners to be investigated by the Shogunate in Japan, and the ‘Expulsion of Choseon drifting Ships' in Choshu (1795), a frequent drifting and arriving area for Choseon people. Firstly, in the case of the ‘Direct Appeal in Nagasaki' (1717), it was an incident that about 50 drifters of Gyeongsang-do and Jeolla-do who had arrived in Japan protested directly to the Shogunate (Nagasaki Bugyosho) without going through the Tsushima-han about the food shortage the Japanese side should have provided while they were staying in Nagasaki. The Tsushima-han was able to fundamentally block the direct appeal of the Choseon drifters as a result of preemptively employing a negotiation tactic against Choseon and the Shogunate, highlighting the ‘concealment of the fact of food shortage and damage to the diplomatic procedure', before the Shogunate took any action. Also, from Choseon, they were able to receive an apology for the direct appeal of the drifters through a formal diplomatic document (Seogye) from the Yejo Chameui. Next, in the case of the expulsion of the drifting ship of Hamgyong-do residents who arrived in Choshu (1795), Tsushima-han took the initiative to send an envoy to Waegwan and persuade Dongnaebusa (local Governer of Dongnaebu) before questioning Tsushima-han after knowing first that the drifters had been abandoned in Choseon. And to to appease the dissatisfaction of Choseon drifters, they treated them extremely well, and received a promise that they would never tell what they had experienced in Japan after returning home in Dongnaebu's investigation. Since most of the Korean drifters were fishermen, Nagasaki and Tsushima-han regarded them as objects of contempt as lowly person while recognizing their protests as "indulgent acts.”However, as a result of the Tsushima-han employing negotiation tactics to conceal or distort and reduce the facts, it can be said that the repatriation itself was carried out smoothly. From Tsushima's point of view, the repatriation of Choseon drifters was an important justification for monopolizing the work of diplomatic relations with Choseon granted by the Shogunate, and also a central axis for practicing sincere Neighboring Diplomacys between Choseon and Japan along with Tongshinsa Diplomacy.
