Abstract

Recently, the South Korean government has been establishing a comprehensive countermeasure against drugs. In this context, examining Australia’s illicit drug policy and legal system can be significantly beneficial for policy formulation in our country. Australia has shifted from punitive policies to those aimed at minimising the harm caused by illicit drugs. This paper reviews Australia’s strategy and derives several implications. First, it is necessary to formulate and evaluate policies based on evidence. Australia conducts regular surveys through the NDSHS, DUMA, IDRS, and EDRS to quickly identify changing trends in illicit drug use and distribution and uses these as evaluation indicators to assess policy effectiveness. Second, a therapeutic and integrative approach should be attempted. In Australia, strategies to minimise harm through therapeutic approaches such as diversion are being implemented. Additionally, minor acts related to cannabis use have been excluded from criminal punishment in some regions. Third, a multi-layered response is adopted to minimise harm. Australia’s National Drug Strategy does not focus on resolving illegal drug issues in the short term but sets a realistic goal of harm minimisation and establishes a long-term strategy spanning ten years. Through this, early intervention is emphasised, and various programs are prepared in collaboration with NGOs.
