Abstract
Due to the increasing numbers of substance-abusing offenders, the South Korean correctional authorities are faced with the serious problems of the high recidivism and reincarceration rates among ex-prisoners with drug abuse and addiction problems. To provide suggestions on how to design and implement effective prison-based substance abuse treatment programs for substance-abusing prisoners, the current study reviews four substance abuse treatment programs in the United States, Canada, and Australia. Based on the philosophy of therapeutic jurisprudence, the three countries provide comprehensive and diverse substance abuse treatment programs to prisoners with drug abuse and addiction problems in correctional facilities; Therapeutic Community (TC) in the United States, Opioid Agonist Treatment (OAT) and the Prison Needle Exchange Programs (PNEP) in Canada, and the Criminal Conduct & Substance Abuse Treatment Program (CCSATP) in Australia have positive impacts on reducing recidivism and drug relapse among substance-abusing prisoners. The South Korean correctional authorities should consider implementing TC, OAT, and CCSATP for prisoners with drug abuse and addiction problems to reduce their recidivism and drug relapse, and subsequently, to ensure a safe and successful return to the community.
