Abstract

This study empirically demonstrates the structural shift in organized crime activities from traditional offline violence-based groups to ICT-driven cybercrime organizations. Following the Fourth Industrial Revolution, the rapid digital transformation has given rise to new forms of organized crime operating in deregulated virtual spaces such as social media, the dark web, and virtual assets. As a result, the central nexus of organized crime has increasingly migrated toward the cyber domain. To examine this transition, a charge co-occurrence network analysis of 1,040 criminal judgments since the 1990s was conducted. The findings reveal that while traditional community-based organized crimes, such as gang violence and election manipulation, have persisted, cyber enabled frauds - particularly large scale voice phishing - have surged since the 2010s and have become dominant after 2020. These results highlight the need for law enforcement agencies to reframe their countermeasures within the broader context of organized crime. The study recommends establishing specialized units capable of analyzing integrated cybercrime indicators, developing network-based inference systems for suspect identification, and reinforcing both human and technological infrastructures to systematically respond to cyber organized crime.
