The North military has continuously carried out provocations against the South since the Korean War. However, South Korea is usually hit by North Korean military’s surprise attacks. An analysis of the actual nature of surprise to find out the reason, the surprise contains attributes such as speed, deception, information and counterintelligence, changes in operational methods, operation of new combat forces, use of unfavorable terrain and weather conditions, and psychological warfare. The cause of repeated surprise attacks by North Korean soldiers was studied through South Korea’s crisis management. South Korea has shown vulnerability in the inefficient operation of crisis management organizations and losing the timing of responses or responding in an expedient manner. In the end, the North’s provocations have been repeated as it ended its response without dissipating its surprise capabilities or intentions. In order to prevent North Korean military attacks, South Korea needs additional efforts to destroy its surprise intentions. The countermeasure tactics to be applied should be employed taking into account the nature of the technology.
