군사위기 시 초기대응 체계 특성에 관한 연구

현재 우리나라가 직면한 안보상황은 군사위기 발생 시 매우 적극적인 초기대응이 필요하며, 연구에있어 전문적인 실무담당 그룹에 대한 설문연구를 진행하였고, 도출된 초기대응 중요 항목 및 내용을기술 통계 방식에 의하여 분석하고 종합하였다. 초기대응 단계의 중요 요소인 상황판단, 결심, 대응에 대한 각각의 분석내용을 정리하면 최초 상황판단 단계에는 신속성과 적시성을 중심으로 정확한상황인식과 상황평가가 필요하고, 결심 단계에서는 명확한 초기 대응목표 선정 및 위기대응 방안의결정, 적시적인 상황보고 및 경보전파, 초기대응에 필요한 적절한 위기조치기구 소집을 위한 결심능력 배양이 필요하다. 또한 대응 단계에서는 현장 지휘체계 및 컨트롤타워의 확립이 필요하고, 언론과 민간단체와의 긴밀한 정보 공유 및 협조가 필요한 것으로 분석되었다. 특히 군사위기 시 초기대응은 군 및 민간에 대한 피해를 최소화 하고, 작전의 확대를 방지할 수 있는 중요한 내용이며, 이와같은 연구결과는 군사위기 시 초기대응의 중요성과 필요성을 인지할 수 있다.
Abstract
The security situation facing Korea requires a very active initial response in the event of a military crisis. The survey was conducted on the professional working group regarding their initial responses and the core items and contents of the initial responses derived from the survey were analyzed and synthesized by the descriptive statistics method. In the first stage of situation determination, accurate situation recognition and evaluation are needed based on the analysis of situation judgment, resolution, and response. In the second stage of decision, it is necessary to determine a clear goal for initial response and a crisis response plan, to timely report situations, to spread an alarm, and to cultivate a decision ability to form an appropriate crisis response organization. In the third stage of response, establishing the on-site command and control system is critical along with close information sharing and cooperation with the media and private organizations. This study highlights the importance and necessity of the initial response in military crisis since it could minimize the damage to the military and civilian infrastructure and prevent the expansion of operations.
