In case of an emergency, the government will conduct stabilization operations in the event of a military clash between the South-North Korea or a sudden change in the North. At this time, North Koreans and North Korean soldiers, who will be contacted by the South Korean military forces, are largely prisoners and civilian detainees, refugees, residuals and internal collaborators. In order to carry out effective stabilization operations, we looked at domestic and international laws related to the use of North Korean defectors, refugee(Civilian) protection, Leverage(application) government and Civilian Organization. In case of stabilization operations, legal problems should not occur not only in the international community but also in the South-North Korea.
