신냉전의 국제질서와 북한의 군사위협 고찰

최근 국제질서는 신냉전의 흐름속에서 다중전쟁의 시대로 접어들었다. 신냉전의 국제질서는 '뜻을 같이하는 국가(like-minded country)'들의 연대와 결속을 강화함과 동시에 가치와 진영을 중심으로 한 대결구도를 더욱 심화시키고 있다. 김정은 집권 이후 북한체제는 심각한 경제난에도 불구하고 핵무력 완성을 중심으로 국방력 강화를 지속적으로 추구해 왔으며, 최근들어 정찰위성 1호(만리경), 초대형 방사포, 극초음속 미사일 시험발사 등 첨단 무기체계들을 선보이며 국방력 발전의 가시적 성과를 드러내고 있다. 신냉전의 국제질서에서 전략적 위상이 강화된 북한은 2023년 12월 조선노동당 제8차 제9기 전원회의와 2024년 1월 최고인민회의 제14기 제10차 회의에서 남북관계를 ‘교전중인 두 국가 관계’, 남한을 ‘불변의 주적’이라고 규정함으로써 대남전략의 근본적인 전환을 선언했다. 따라서 본 연구에서는 신냉전의 국제질서와 한반도 안보환경의 변화, 북한의 전략환경 인식 변화를 살펴보고, 최근 북한의 군사위협을 평가하였으며 이를 토대로 시사점과 함의를 고찰하였다.
Abstract
Recently, the international order has entered the era of multiple wars in the flow of the New Cold War. The international order of the New Cold War is strengthening the solidarity and solidarity of 'like-minded countries' and deepening the confrontational structure centered on values and camps. Since Kim Jong-un took office, the North Korean regime has continued to seek to strengthen its defense capabilities, focusing on the completion of nuclear weapons despite serious economic difficulties, and has recently introduced advanced weapon systems such as reconnaissance satellite 1(Manli-kyong-1), super-large multiple rocket launchers, and hypersonic missile tests, revealing tangible results in defense development. North Korea, which has strengthened its strategic position in the international order of the New Cold War, declared a fundamental change in its strategy toward the South by defining inter-Korean relations as the 'relationship between the two countries in war' and South Korea as the 'constant enemy' at the 8th plenary session of the Workers' Party of Korea in December 2023 and the 14th Supreme People's Assembly in January 2024. Therefore, this study examined changes in the international order of the New Cold War, changes in the security environment on the Korean Peninsula, and changes in North Korea's perception of the strategic environment, and evaluated North Korea's recent military threats and considered implications and implications based on this.
