유럽통합사 서술의 주된 논조는 평화의 기획으로서 유럽통합을 성공의 역사로 설명하는 것이었다. 본고는 이 같은 유럽통합사 서술의 지배적인 내러티브에서 의식적이건 무의식적이건 배제되거나 망각되었던 유럽통합 동인의 어두운 이면을 부각시키는 데에 초점을 맞추고 있다. 저자는 간전기(間戰期)부터 EEC 창설기까지 유럽구상에 포함되어 있던 유라프리카 개념의 내용을 분석하고, 이러한 분석을 통하여 유라프리카 개념이 프랑스를 포함하여 아프리카에 식민지를 소유하고 있던 서유럽 국가들이 유럽통합을 추진했던 중요한 정치적 동인이 되었다는 사실을 강조한다. 다시 말해서 본고는 19세기 식민주의를 지속시키려는 유럽인의 열망이 유럽통합 발전의 동인들 가운데 중요한 위치를 차지하고 있었다는 사실을 부각시킨다. 이 글의 핵심 테제는 다음과 같다: 유럽구상 속의 유라프리카 개념은 탈식민화 시대에 유럽적 차원에서 아프리카의 경제적 종속을 영속시키려 했던 도구였으며, 식민제국 상실의 시대에 제국을 대신할 새로운 대안이 되었다.
Abstract
It was the main tone of the history of European integration that the European integration as a project of peacemaking was a story of success. But this article focuses on highlighting the dark side of the motivations for the European integration, which have been excluded or forgotten from the narratives of European integration. This paper analyzes the contents of the idea of Eurafrica, which was included in the European initiatives from the interwar period to the founding years of EEC. In other words, this article will highlight the fact that European aspirations to sustain 19th-century colonial imperium held an important position among the drivers of the European integration. The main thesis of this article is as follows: The concept of the Eurafrica in the European initiative was a tool that was used to perpetuate economic subordination of Africa to Europe in the age of decolonization and became a new alternative to the empire in the era of post-colonialism.
