대구광역시 구·군별 삶의 질 평가지표의 선정과 적용

본 연구의 목적은 대구광역시 구·군별 삶의 질에 대해 평가하고 그에 따른 정책적 시사점을 제시하여 대구광역시 구·군의 향후 정책수립에 도움을 주고자 하는데 있다. 본 연구는 삶의 질의 영역을 크게 5가지 영역 즉 경제·고용분야와 교육·문화분야, 복지·보건분야, 교통·안전분야, 환경·공동체분야로 구분하였다. 분석지표는 FGI조사를 통해 최종적으로 38개 지표를 선정하였다. 이를 기반으로 2013년과 2016년 대구지역 구·군별 삶의 질을 비교·분석하였다. 분석지표의 가중치를 설정하기 위해 37명의 전문가를 대상으로 AHP조사를 실시하였다. 선정지표의 영역별 가중치는 경제·고용(0.3671), 교육·문화(0.1960), 복지·보건(0.1807), 환경·공동체(0.1475), 교통·안전(0.1087)의 순으로 나타났다. AHP조사에 의해서 산출된 가중치로 조정된 가중 종합표준화지수를 보면, 2013년은 수성구, 달성군, 달서구, 중구, 북구, 남구, 동구, 서구의 순으로 분석되었고, 2016년은 중구, 달성군, 수성구, 달서구, 북구, 남구, 서구, 동구의 순으로 나타났다. 경제·고용부문의 가중치가 가장 높게 나타나 이 부문이 상대적으로 높은 중구의 삶의 질이 가장 높은 것으로 나타났다. 반면에 복지·보건부문을 제외하고 모든 부문이 상대적으로 부족한 동구와 서구가 가장 낮게 나타났다. 대구광역시의 기초자치단체는 삶의 질이 단순히 경제적인 요인으로만 결정되는 것이 아니라 사회, 문화, 복지, 환경 등 종합적인 차원에서 접근되어야 함을 인지하고, 정책적인 노력을 강화해야 한다. 이 연구를 통해 분석된 시·군·구별 삶의 질 순위는 참고자료로 사용하고, 정책적 시사점에서 제시된 구·군별 애로부문을 해소하여 삶의 질을 개선하는데 정책의 지혜를 모아야 할 것이다.
Abstract
The purpose of this study is to analyze the comparative evaluation of quality of life among local governments in Daegu region using AHP(Analytic Hierarchy Process) method, making suggestions according to the results. This study divided the life quality into five major areas: the economic and employment sector, the education and culture sector, the welfare and health sector, the transportation and safety sector, and the environmental and community sector. The analytical index was selected through the FGI survey, and 38 items were finally selected. Based on this, we compared the quality of life of local governments in Daegu in 2013 and 2016, respectively. The weights of local governments in Daegu were in the order of economy and employment (0.3671), education and culture (0.1960), welfare and health (0.1807), environment and community (0.1475), and traffic and safety (0.1087). According to the weighted comprehensive standardization index calculated by the AHP survey, the 2013 data was analyzed in the order of Suseong-gu, Dalseong-gun, Dalseo-gu, Jung-gu, Buk-gu, Nam-gu, Dong-gu, In 2016, Jung-gu, was highest and Dalsung-gun, Suseong-gu, Dalseo-gu, Buk-gu, Nam-gu, Seo-gu and Dong-gu followed in order. The weight of the economy and employment sector was highest, and Jung-gu, which has cooperatively high share in this sector, was the highest. On the other hand, the Dong-gu & Seo-gu were the lowest in all sectors. The quality of life ranked by group analyzed through this study should be used as reference sources and the wisdom of the policy should be gathered to improve the quality of life by removing the difficulties of local governments presented at policy implications.
